Sebastian Rahtz, a celebration of his work

Image
Sebastian Rahtz, a celebration of his work
Sebastian Patrick Quintus Rahtz (13 February 1955-15 March 2016) was Chief Data Architect for the University of Oxford and a member of Wolfson College and its Digital Research Cluster. This series of short talks by colleagues celebrates 'SPQR' and his many and varied achievements in Humanities computing. Sebastian’s involvement with free and open source software goes back to the late 1980’s as a developer in the community around the TeX typesetting system on which he published widely. He maintained an open source TeX distribution for ten years and a variety of TeX-related packages. He was an active member of the XML and XSLT communities most importantly as one of the technical leads for the Text Encoding Initiative in which he served on the Board of Directors and Technical Council over many years. He was also Director of Academic IT Services and setup the JISC-funded national advisory service for open source software, OSS Watch, and worked on linked data projects such as CLAROS.

Trials and Tribulations in Africa

Series
Evidence-Based Health Care
Embed
Dr Merlin Willcox gives a talk for the Evidence Based Healthcare series.

Merlin’s research focuses on global health, particularly primary health care in low-income countries. In such countries, maternal and child mortality is significantly greater than in the UK – one in five children die before their fifth birthday. Primary health care has the potential to save most of these lives, if it is implemented according to best evidence.
In this talk Merlin talks about the different studies and designs he has used in his work trying to address child mortality in Africa.

The International Regulation of Offshore Energy Installations

Series
Public International Law Discussion Group (Part II)
Embed
In this talk, we will attempt to discuss points of interest, taking also into consideration the role offshore installations may or may not play in the determination of judicial proceedings before international courts and tribunals.
The United Nations Convention on the Law of the Sea 1982 (“UNCLOS”) includes provisions for at least three categories of energy installations: offshore platforms used for oil and gas exploration and exploitation; offshore platforms used for the generation of energy from renewable sources; and submarine cables and pipelines. The regulatory framework for each one of these should cover each stage of their deployment, from the initial determination of coastal State jurisdiction to placement and operational responsibility. It should also cover potential liability for any damage caused by their presence in the marine environment. There is a wide variety of rules applicable, some of them of long provenance, others newly-minted; some of them specific to the task, others offering simply the general parameters of a regulation. As energy operations at sea expand, the multitude of applicable rules adds to the challenges we face for the future.
